Quebec has just granted a contract for the accommodation of the victims of the COVID-19 to a mafia associate who has already been accused of fraud against the government through a network of smuggling.
Nicola Valvano will receive 135 000 $ in the framework of this agreement concluded with the integrated Center for academic health and social services (CIUSSS) North-of-the-Island-of-Montreal, learned our Bureau of investigation.
This contract was awarded directly to the service company of Mr. Valvano with special powers given by the government to public bodies in the context of the pandemic.
Thanks to these provisions, the CIUSSS was able to proceed without bidding citing ” an emergency situation that was not foreseeable “.
“The CIUSSS has required a rental service to accommodate the patients with the COVID-19. This will help to maintain the health and safety of persons in its facilities, ” one reads in the contract documents.
In April 2014, Mr. Valvano has been arrested following what the Sûreté du Québec (SQ) described as ” the largest investigation of contraband tobacco ever undertaken in North America “.
He was presented as the alleged leader of the network, which has made transit of the United States to Quebec more than 100 000 pounds of tobacco for supply of plants illegal on the reserve of Kahnawake on the South Shore of Montreal.
$ 31 million in taxes
The smuggling operation would have allowed the traffickers alleged to avoid paying the State $ 31 million in import taxes. According to the SQ had said in 2014, the Italian mafia had 60 % of the profits from these activities.
During the court proceedings that followed, “direct evidence for abundant” connected Mr. Valvano network operations, indicate the documents of the Court of Québec.
Accused of being part of a criminal organization, and fraud against the government, Mr. Valvano has, however, received a stay of proceedings against him, in 2017, due to court delays deemed unreasonable (off Jordan).
On 20 April last, the CIUSSS has concluded with the enterprise of Mr. Valvano – 9374-0538 Quebec inc. – an agreement for the accommodation of the sick in a hotel in the east of the metropolis.
The prime minister François Legault has also said that at least two hotels had to be given to patients in order to relieve congestion at three montreal hospitals.
“We have booked hotels, real hotels, including Best Western “, he said last Thursday, without specifying what the chain he was talking about.
Met by our Office of investigation at the Best Western hotel in the 3400, boulevard Crémazie est, Friday, Mr. Valvano said that the patients would be housed at this location. He did not know when the first will arrive.
Mr. Valvano is not the owner of the hotel in question. The company that owns it – 9385-5955 Quebec inc. – belongs to Driss Ennabaoui and Véronique Cool.
Joined by our Bureau of investigation, Ms. Cools has said to ignore all of the transaction between the CIUSSS and the company of Mr. Valvano, who, according to the register of companies, is active in the service sector and households, and not in the hotel industry.
“I’m not aware of it “, she said.
Mr. Valvano also seemed to be a question on how to do the CIUSSS.
“I don’t know why they gave the contract to my company,” he said.
The CIUSSS could not answer our questions in a timely manner.
