The figures are confirmed. France will start “within weeks” of the missions in Niger and Chad, to identify people who may benefit from the right of asylum, on the lists proposed by the united nations High Commissioner for Refugees (UNHCR), announced Emmanuel Macron on Monday.
These missions conducted by the Ofpra (French Office for the protection of refugees and stateless persons) are also intended to better prevent the situation from Niger and Chad to prevent an influx of economic migrants” are not eligible for asylum, has been explained by the chairman, after having received at the Elysee by the president of UNHCR’s Filippo Grandi.

No reception centres in Libya
In total, France will open over the next two years to 10,000 seats” for those refugees “resettled” from the Niger, the Chad, but also Turkey, Lebanon and Jordan, announced the president. Among these 10,000 refugees, the 3,000 will be from the “mission of protection” advanced by the Ofpra in Niger and in Chad, which will begin “in the coming weeks,” said the Interior minister Gérard Collomb said in a statement. This decision of principle had been recorded at the end of August during a mini-summit at the Elysée palace with the heads of several european countries, Niger and Chad.
Paris considers, moreover, impossible for the moment to install in Libya of the reception centres due to insecurity on the spot. In September, the special envoy of the UNHCR for the central Mediterranean sea, ” Vincent Cochetel, had asked France to “clarify, at the earliest,” his commitment on the number of refugees it intends to go and look at Niger and Chad, estimating the number of “vulnerable people” who need a transfer “of 83,500 in Chad and 10.500 in Niger”.
Move closer to Germany
France has also make the “legislative and regulatory amendments in the coming weeks” to bring its policy for the organization of the asylum with that of Germany, of the reforms that “the UNHCR will be associated with,” said Mr Macron.
He recalled that the France wanted to better accommodate those who have a right to asylum but to deport in a manner “much more rigorous” economic migrants, who are not entitled to this status.
“I hope that they welcome better those who may seek asylum there, as it accelerates the administrative delays that are inhumane and ineffective, programs integration, language, housing, the workplace, and that it is also much more rigorous in the deportation of those who do not have the right to this procedure,” described Emmanuel Macron.
It has finally announced an increase of 10 million euros by the competition of France, to the UNHCR and the international Organization for migration (IOM), including support for their actions in Libya for protection of the people “closest to the conflict zones”. “Europe must build a common space of protection and solidarity by creating a european Office for asylum and a common programme of training and integration of refugees,” repeated the president.
