INTERVIEWEmmanuel Macron announced the holding of a referendum to include the fight against global warming in Article 1 of the Constitution, one of the 149 proposals made by members of the Citizen’s Convention for the Climate (CCC). If Jean Castex welcomed this decision on Europe 1, qualifying it as “the quintessence of democracy”, the opposition denounces a political or communication coup. Jean-Luc Mélenchon, leader of the La France Insoumise party has already announced that he would vote against. Adrien Quatennens, LFI deputy for the 1st North constituency, party coordinator, explains the reasons at the microphone of Sonia Mabrouk on Wednesday.
“A political display”, “an amnesty”
“We will answer no, because it is not a referendum proposed by Emmanuel Macron, it is an amnesty. In reality, there is already an environmental charter integrated into the Constitution. Emmanuel Macron does not respect it, as it does not respect the commitments made by France during the Paris Agreements “, he assures us. “Emmanuel Macron has been pursuing an anti-environmental policy since the start of this five-year term,” adds the deputy, citing the reintroduction of neonicotinoids or the delay in banning glyphosate.
The coordinator of France Insoumise denounces “a political display”. “If the Constitution, moreover, must be changed, it must be within the framework of a Constituent Assembly where the people redefine the rules of the game, not a tampering with communication.”
Among the proposals made by the Citizen’s Convention for the Climate (CCC), the coordinator of France Insoumise notes that they correspond to “90%” to the program of Jean-Luc Mélenchon. “I understand that Emmanuel Macron, who drew lots for citizens, who made them work and from which it emerges a program that 90% is that of Jean-Luc Mélenchon, does not really want to apply it. .. “, he quips, pointing to the risk of unraveling the CCC proposals in the upcoming bill, feared by several environmental activists.
Planning the economy according to an ecological ambition
“We must organize the planning of the ecological bifurcation. We must put the entire economy of the country at the service of an objective: carbon neutrality. And we think, in France Insoumise, to do without nuclear power in the long term”, explains Adrien Quatennens, stressing that such a transition cannot “take place with the snap of a finger”. “We can do it by 2050, if we massively deploy what is needed in renewable energies.”
“We will have to reduce air transport, that does not mean stopping everything at once,” said the LFI deputy. “But everyone understands that we are going to have to face great dangers linked to climate change. The health crisis we are experiencing, and the level of mobilization it requires, is a sort of dress rehearsal of climate crises. waiting for us. ”
An ecological planning of the economy which would be the source of a sustainable recovery. The energy and agricultural transition, the “water” plan, a new “sea economy” would be sources of the creation of millions of jobs, new professions and new training, according to Adrien Quatennens. “It’s something else than the sprinkling of the recovery plan without social compensation, without ecological compensation,” he says. “We must put the entire economy of the country at the service of this climate ambition.
