Members of city Council ask the President, the Cabinet and the Verkhovna Rada to dismiss Klitschko, and to appoint early elections in Kyiv

Депутаты Киевсовета просят президента, Кабмин и Верховную Раду уволить Кличко и назначить досрочные выборы в Киеве

A group of deputies of the Kyiv city Council appealed to President Vladimir Zelensky, Prime Minister Alexey Goncharuk and the speaker of the Verkhovna Rada of Ukraine Dmitry Razumkova an open letter. The deputies asked to consider the question of dismissal of Vitali Klitschko head of Kyiv city state administration (KCSA), and the appointment of early elections of deputies of Kyiv city Council. In addition, members require a public report on the monitoring of the state of Executive discipline in the KSCA.

In his address (see document in the gallery at the bottom of the page) MPs have stated that the capital run by people who do not protect the interests of society, and use the budget for their own benefit, resulting in chaotic development of the city, traffic jams, terrible ecology and outdated system utilities.

“Political “elite” of the capital of Ukraine headed by Vitaliy Klitschko continues to live by different rules – fraud, nepotism, corruption and abuse of power”, – said the Deputy.

The deputies in the letter recalled that on 4 September 2019, the Cabinet of Ministers sent the President a presentation on the dismissal of Vitali Klitschko the post of Chairman of the KSCA, however, is still that representation was not considered by the President.

Deputies also said that the Kyiv mayor Vitaly Klitschko in September 2019 with a letter personally addressed to the Verkhovna Rada about the dissolution of the city Council of the VIII convocation and calling early elections of deputies of Kyiv city Council. However, for unknown reasons, this appeal also was not considered.

In addition, as noted in his letter to the deputies, in accordance with the decree of the Cabinet resolution and the Prime Minister was assigned to conduct an inspection of the discipline in the KSCA. However, as noted by deputies, the information about the results of this inspection, despite the fact that the period of its test ended on 8 October.
It should be noted that earlier the Cabinet has decided to extend the verification of Executive discipline in the Kyiv city state administration and district state administrations in the individual prior to 23 October this year.
A group of deputies of the city Council in its letter asked the President, Prime Minister and speaker of the Verkhovna Rada:

1. To take measures to eliminate corruption consensus in the management of the capital of Ukraine – Kyiv.

2. To consider the recommendation of the Cabinet of Ministers of Ukraine from September 4, 2019 for dismissal of Klitschko V. V. from the post of Chairman of Kyiv city state administration and take an appropriate decision.

3. To include in the agenda of the next meeting of the Committee of the Verkhovna Rada of Ukraine on issues of organization of state power, local self-government, regional development and urban planning, the consideration of the letters of the Kiev mayor Vladimir Klitschko on the dissolution of the city Council of the VIII convocation and purpose of snap elections of deputies of Kyiv city Council.

4. After processing the letters of the Kiev mayor Vladimir Klitschko on the dissolution of the city Council of the VIII convocation and purpose of snap elections of deputies of Kyiv city Council Committee of the Verkhovna Rada of Ukraine on issues of organization of state power, local self-government, regional development and urban planning, to promptly initiate amendments to the agenda of the plenary meeting of the second session of the Verkhovna Rada of Ukraine of IX convocation on the inclusion of a specific question.

5. To publicly report on the results of the inspection of the performance discipline in the Kyiv city state administration, which was carried out in accordance with the decree of the Cabinet of Ministers of Ukraine of 15 September 2010 № 844 and resolution of the Prime Minister of Ukraine from September 13, 2019 No. 31269/2 / 1-19, and a copy of the written report to send to the National anti-corruption Bureau of Ukraine.

Recall, October 24, for the first time in the last six months, elected officials barely managed to meet to address important issues in the capital.

At a meeting of the city Council four new persons not previously held in the capital city Council on party lists because of ahead of their colleagues, officially received the status of city Council members.
In addition to the appearance of the new deputies is “moved” to the Parliament, the city Council on the same day has undergone some upheavals: from the faction “Solidarity” went to 4 MP, and from the “Batkivshchyna” – 3.
