The Verkhovna Rada has unlocked the signing of the law on prolongation of moratorium on sale of farmland until January 1, 2020.
The Verkhovna Rada of Ukraine at the meeting of 17 January did not support the resolution of people’s deputies Alexey Mousaka and Viktor Pynzenyk on cancellation of results of voting for the law on prolongation of moratorium on sale of agricultural land until January 1, 2020, informs Rus.Media.
Thus, the law will come into force after its publication.
At the same time, deputies noted that during the period of absence of the moratorium of the transaction for the sale of land were not carried out because there is no law on the land market.
“It’s been 17 days without a moratorium. Where are all these Arabs, Chinese, Jews and other people who had to buy Ukrainian land? During these 17 days have not bought a single hectare of land. The last 10 years the need to extend the moratorium was not” – said MP Alex mushak (fraction “Block of Petro Poroshenko”).
“The moratorium is a big sham, because the Land code clearly says that the land market will appear after the relevant law”, – added the MP Olena Sotnyk (Samopomich).
“Three years ago, when we extended the moratorium, we wrote that in the first half, the government should develop a bill on the land market. Last year we established a working group on the basis of the agricultural Committee and develop the draft bill. I hope that in April we will have that law for discussion and then pass it to the Parliament”, – said the people’s Deputy Oleksandr Bakumenko (BPP, Deputy Chairman of the agrarian Committee of the Verkhovna Rada).
As reported, the Verkhovna Rada at a meeting on 20 December 2018 approved bill No. 9355-5 on prolongation of moratorium on sale of agricultural land until January 1, 2020. The bill, in particular, stipulates that the Cabinet of Ministers until 1 March 2019 to develop and submit to Parliament a draft law on turnover of agricultural lands.
After the vote, A. mosak and St. Pynzenyk has registered two resolutions on cancellation of results of voting for the law on the moratorium. MPs argued the need to cancel the results of the vote because it passed with “knopkodavstvo”.
