The President of Ukraine approved the list of settlements that are not yet controlled by the government.
Friday, 8 February the President of Ukraine Petro Poroshenko signed decree №32/2019, which establishes line contact and settlements that are not controlled by the government. The decree “On the verge and a list of regions, cities, towns and villages, parts of their territories, temporarily occupied Donetsk and Lugansk regions,” published by the press service of the head of state, informs Rus.Media.
The document approved the boundary coordinates of uncontrolled territories of Ukraine, which determined the actual line of demarcation.
Also was provided with a list of towns and villages, that are not set to Ukrainian sovereignty over Ceres keeping them illegal groups “LNB” and “DND”, as well as maintaining their forces from abroad.
In the Donetsk region, these are: Donetsk, Gorlovka, Dokuchaevsk, Debalcevo, Yenakievo, Makiivka, Zhdanivka, Snow, Khartsyzsk, Shakhtersk, Yasinovataya and a number of other smaller settlements.
In Lugansk region: Lugansk, Alchevsk, Anthracite, Bryanka, kadievka, Pervomaisk, Rovenky, and others.
From the list outside the government’s control of the districts of Donetsk region are the following: Amvrosiyivka, Bakhmut, Bonevski, Volnovakha, Mar, Forum, Starobeshevo, Mining and yasinovatskiy. In Luhansk region, Antratsit, Dovzhansky, lutuginsky, Novoaydarsky, perevalsky, popasnaja, Slavyanoserbsky, Sorokin and Stanichno-Lugansk.
The decree was published on the official Bulletin of the Verkhovna Rada “Voice of Ukraine” and, accordingly, may be considered in force.
Earlier, the Organization for security and cooperation in Europe pointed out to Ukraine that the peace agreement on the settlement of the situation in Donbas signed in Minsk until now not been ratified by the Verkhovna Rada and, therefore, are not binding by the APU. According to OSCE representatives, the refusal of MPs to “legitimize” the Minsk agreement and was one of the reasons for the creation of the “plan Sajdik” in the Donbass, which aims to “modernize the existing agreements” and to adapt them to current events.
In the OSCE believe that during the year, no agreement on the Donbas has not been fulfilled – no political (about the transparency of the voting process after the arms withdrawal by both sides) or humanitarian, and the concept of the settlement were effectively “frozen”.
