The Verkhovna Rada adopted as a basis the draft law “On amendments to the Customs code of Ukraine and some other laws of Ukraine in connection with carrying out administrative reform”.
For the adoption of the bill 2318-1 in the first reading voted by 272 deputies.
According to the explanatory Memorandum, the document provides for the harmonization of provisions of legislative acts of Ukraine in connection with the reform of customs and tax authorities.
In particular, the bill proposes to introduce a new format of activities of the State customs service and State tax service as a single legal entities in connection with their territorial bodies to perform, not as a legal entity of public law, but as separate divisions.
This provides for rules on the delegation by the head of the Central Executive authority certain powers of the head of the territorial body, as a separate division.
Also asked to identify the features of civil service pay new customs and tax services and their territorial bodies.
The draft also envisages to introduce changes to some legislative acts of Ukraine regarding clarification of some aspects of powers of tax authorities, the Pension Fund for the collection and accounting of a single fee, and the like.
As reported, the head of the State customs service Maxim nefodov announced the official launch of the new body next week.
The Cabinet of Ministers on 2 October approved a new regional structure of the Customs service, reducing the number of customs offices from 26 to 16.
In General, it is planned to complete the process of unification of all customs offices within a single legal entity until September 2020.
We will remind, on December 18, 2018 the Cabinet of Ministers adopted the decision on establishing the State tax (STS) and State customs service (GTS) through reorganization of the State fiscal service through the division. March 6, 2019, the government approved the regulation on STS and GTS.
The Cabinet of Ministers of Ukraine of 5 July 2019 appointed Maxim Nefyodov Chairman of the State customs service, from July 15, he proceeded to his duties.
