Salaries of civil servants will increase at the expense of the EU

The national Council on reforms intend to establish a Fund for the financing of public service that can be created through 6 – 8 months with the support of the European Union and will be used to increase the level of remuneration of civil servants. This was announced by Deputy head of the presidential administration Dmytro shymkiv at a briefing after the meeting of the national Council.

– The ratio of wages and labour in the civil service is, I think, the worst in Ukraine it is Necessary to create a Fund that could support a team of reformers appropriate funding.

According to him, the meeting of the national Council, a decision was made about the impossibility of financing such a Fund as part of the budget in view of limited funds and the business in mind possible lobbying. “Now there is a discussion involving European Union on the financing of such a Fund or such a Fund may be created by the European Union, but the payments should occur directly into a special Fund of the state budget”, – said the Deputy head of AP.

Shymkiv noted that the remuneration from the Fund for the financing of civil service will apply to employees of state enterprises. “We’re talking about funding reform teams only in the public service, not public enterprises, because the formally state-owned enterprises needs to earn to pay decent wages,” he said.

Earlier, the government established a working group on amendments to the law on public service, submitted to the Cabinet of Ministers of Ukraine on January 17, the purpose of which is to implement the transition model to increase salaries of civil servants, due to current budget constraints.

Changes could include removing restrictions on the remuneration of employees of state companies and its binding to the results of operations, as well as the creation of a model of remuneration of civil servants with the aim of gradually increasing in accordance with the situation in the Ukrainian economy.
