A separate bilateral meeting between the presidents of Russia and Ukraine – Vladimir Putin and Vladimir Zelensky – scheduled at the Elysee Palace on Monday after talks of the leaders of the “Norman format” (Germany, Russia, France, Ukraine). About this TASS said a source close to the organization of the summit in Paris.”The meeting of Putin with Zelensky is scheduled at the Elysee Palace after the meeting in the “Normandy format” and a joint press conference, four leaders,” – said the Agency interlocutor. According to him, a separate meeting of Putin with the President of France Emmanuel Macron and German Chancellor Angela Merkel are scheduled before the meeting in the format of “four”.
At the meeting of the four leaders in the Normandy format tentatively allotted 2.5 hours, the source said.
The press service of the Kremlin has not yet responded to the request for TASS to confirm this information. In turn, the representative of the press service of the Elysee Palace said that the administration of the President of France has no information about the meeting of Putin and Zelensky and “this question should be addressed to the press services of the two countries”.
For Putin and Zelensky, who headed the Ukrainian government in may this year, it will be the first personal meeting, informed the four leaders talked by telephone in July, August, September and November. As expected, with the President of Ukraine in the bilateral format, the Russian leader can discuss various issues, including problematic aspects of gas talks between the two countries.
The topic of conversation tete-a-tete of the Russian President with his French counterpart may be, inter alia, the question of the deployment in Europe of intermediate-range and shorter-range – previously macron responded to Putin’s message containing a call, and expressed willingness to dialogue on this matter. In turn, the meeting between Putin and Merkel will take place on the background of the expulsion of Berlin in early December, two Russian diplomats due to insufficient, in the opinion of the German side, cooperation of the authorities of the Russian Federation on the case of murder of Georgian citizen in the capital of Germany this summer. According to the Merkel, this case will not affect the summit in “Norman format”, but is an “event” from the point of view of bilateral relations with Russia.
The so-called Normandy format talks on Ukraine (the”Normandy four”) exists since June 2014. Then, during the celebration of the 70th anniversary of the landing of allied troops in Normandy, the leaders of Russia, Ukraine, France and Germany first discussed the settlement of the conflict in the Donbass. The last meeting of the Quartet took place in October 2016. The interval between summits was delayed due to the fact that Kiev did not fulfill the agreements reached during previous summits.
