The Cabinet of Ministers of Ukraine approved the draft law “On multimodal transport”. The bill implementeret the provisions of the EC Council Directive of 7 December 1992 on the establishment of common rules for certain types of combined transport of goods between member States.
This is stated in the message of the Ministry of infrastructure.
According to the head of the Agency Vladislav Cricle, multimodal transport and the establishment of a digital transport corridors will allow Ukraine to realize its transit potential.
Crickley stressed that Ukraine must realize its transit potential and to become a transport hub that will connect Europe with Asia, using all possibilities offered by modern digital technologies, and multimodal transportation.
The draft law “On multimodal transport” is aimed at the country’s accession to the Agreement on development of multimodal transport TRACECA, an international transport programme involving European Union and 14 member States of the Eastern European, Caucasian and Central Asian regions.
The bill establishes the right of participants of multimodal transportation to transport cargo on the basis of the conclusion of a single contract for all stages of transportation, regardless of the change of types of transport and to carry out transportation of cargo under one transportation document by which the parties came to an agreement.
It is assumed that at the time of provision of multimodal carriage of goods the liability of the multimodal transport operator for the goods before the customer covers the period from the time of acceptance of shipment until delivery of the goods. This gives the opportunity to reduce the use of automobile transport and to use more environmentally friendly methods of transport than create preconditions for strengthening and preservation of health of people.
