The President of Ukraine Vladimir Zelensky has signed the decree “On urgent measures for the reform and strengthening of the state”.
In the decree there is an item about the media.
It States that until 31 December 2019 need to develop and vnesete to the Verkhovna Rada of Ukraine the draft laws regulating the activity of media in Ukraine, providing in particular the provisions of:
about the requirements and standards of news,about the mechanisms to prevent the dissemination of inaccurate, distorted information, refute it,prohibiting natural and legal persons of the aggressor state to own or Finance the media in Ukraine on strengthening responsibility for violation of legislation on information.
Apparently, we are talking about the most repressive laws on introduction of criminal liability for journalists, whom the authorities not long ago spoke at the hearings on freedom of speech in Parliament (more on that here).
Chief editor of the portal “Ukrainian news” Denis ivanesko these ideas are an attack on freedom of speech, and the Zelensky decree called “decree about the beginning of dictatorship”.
“Zelensky wants to define the standards of news. And to strengthen the responsibility for non-compliance.
Let the standards of jokes 95 quarter approve. And responsibility for stupid. How quickly the government will contribute to standards news the need to applaud the President? This is the beginning of the end of freedom of speech… No country in the world the government does not define the standards of news, and especially not to punish them. This is freedom of speech and expression enshrined in article 10 of the European Convention on human rights”, – the journalist wrote.

In addition Ivanesko the decree of the President in part of laws on media and criticized the head of the National Union of journalists of Ukraine Sergey Tomilenko.
“The authorities plan to urgently change medirigiriya and strengthen the responsibility for violation of informational legislation. The Cabinet is requested to initiate amendments to the laws “provisions regarding the requirements and standards of news.” But the intimidation by criminals or tax audits – that’s not what you expect from the government, journalists and the media”, – said Tomilenko.
He recalled that during the parliamentary hearings on the safety of journalists, the outlines of such changes determined by the Minister of culture Vladimir Borodyansky and the Chairman of the Verkhovna Rada Committee on cultural and information policy Oleksandr Tkachenko.
“Mr. Borodyansky offers to criminalize the spread of fakes and introduction of society astray. Also in the editorial nusrullah journalists are encouraged to record the orders of the editor’s manipulation of news coverage. On the basis of these denunciations, the government plans to pay journalists a salary and to provide protection, and the owners and managers of media to impose sanctions. Alexander Tkachenko wants to impose sanctions for loss-making media. The lack of within three years of profits will have to start the lock procedure of mediacatalyst”, – said the head of the NUJU.
“Changes to information legislation needs to go through wide public discussion. And find support and understanding as journalists and MediaDeck and international institutions. Draconian amendments in the form as they are voiced by separate authorities, it is certainly not about “reform” and not about “strengthening the state”, as stated in the title of the Ordinance. At least, until the laws we have do not regulate “standards news,” we have a right to such assessment,” wrote Tomilenko.
