The terrible word “autonomy”

Страшное слово «автономия»

At the turn of autumn and winter Hungary has added work to the Ukrainian Ministry of foreign Affairs. For example, the Ministry of foreign Affairs nezalezhnoy had to figure out what they agreed parliamentarians of the Danube countries with their Russian colleagues. Let me remind you that the speaker of the State Duma of the Russian Federation said: “We discussed this issue at the last meeting with the Chairman of the Hungarian Parliament, received from him the decision of the Supreme legislative body, where we are talking about joining efforts to protect the rights of small Nations living on the territory of Ukraine”.

The Embassy in Budapest had appealed to the National Assembly of Hungary and the Parliament said no applications have been approved, either orally or in writing. After reading this review, Ukrainian media happily announced the speaker a liar.

However, it’s only been a day, and received another news: Hungarian television considers Crimea a part of Russia. It was the channel of M1, one of the main national broadcasters. In his broadcast at the end of November showed a small plot of black sea jellyfish. On the screen is clearly visible the inscription: “the Peninsula of the Crimea. Russia.” Embassy nezalezhnoy again alarmed and demanded to edit the video. Now it’s in the network, and M1 has removed the video from his Facebook page.

From the likes of defending national interests looks funny, but this is generally the style of work of the Embassy in Budapest. In the beginning of 2018 Ukrainian diplomats found the shop a map of where the Crimea was marked as Russian territory, and the Kherson, Mykolayiv and Odessa oblast were painted in colors that differ from the rest of Ukraine. Embassy staff spoke with the proprietor of trade, and their chief Love Nepop — wrote letters in the official Hungarian court. This severe fighting the diplomats nezalezhnoy.

Colour maps and captions in the report, of course, trivia. Bigger the position of Minister of foreign Affairs and other Magyar politicians top-level. At the end of October, Hungary, to block the work of the Commission Ukraine — NATO, has given to hold the meeting, though with reservations. Has passed month, and 4 December, foreign Minister Peter Siyyarto said: we will oppose the entry of Ukraine into NATO as long as Kiev did not stop to infringe on the rights of national minorities. Here, of course, refers to the Transcarpathian Hungarians, and the infringement of the discrimination laws on education and language.

It’s funny, but on the eve of the head of the Kiev Ministry of foreign Affairs Vadym Prystayko spoke with reporters and announced the withdrawal of the Hungarian veto with the activities of the Commission Ukraine — NATO. The Minister expected that this will take place after consideration of the Verkhovna Rada of the education law taking into account the recommendations of the Venice Commission.

As they understand the power nezalezhnoy convincingly demonstrated leader Ministry of education and science Anna Novosad. She arrived in Uzhgorod, met with representatives of the Hungarian community, and “pleased” them: Magyar schools will not close, but Ukrainian “language society” in them will be more. Budapest together with the Transcarpathian Hungarians is clearly expected of Kiev something else.

While Mrs. Novosad portrayed the political “flexibility”, came the conclusions of the Venice Commission on the language law. Experts declared it violates the rights of national minorities, and advised to make changes. At the conclusion of the Commission immediately responded to the Hungarian foreign Ministry. On 7 December, the Ministry issued a communiqué which promised to unlock Ukraine’s integration into NATO after the return of the Transcarpathian Hungarians to their ancestral rights selected by the language act. Along the way, were a reference to the Venice Commission.

Also in a communiqué cited the words of péter Szijjártó: “the New President, a new hope.” The Minister said — almost a compliment Zelensky. For example, Poroshenko, Hungarian Minister said that the “unprecedented cowardly and pre-planned” steps on the rights of national minorities. Usually diplomats from the similar tones of refrain and not speak so sharply. Attitude to Zelensky more positive than its predecessor.

Other high-ranking officials from Budapest, too, do not lose hope. In mid-November about the readiness to “turn a new page” in relations with Ukraine, reported the head of the parliamentary foreign Affairs Committee Zsolt Nemeth. Expectation of constructive dialogue shared and the state Secretary of the Ministry of foreign Affairs Levente Magyar. In General, Hungarians are waiting and hoping, or rather I hope. In October Szijjártó gave an interview to “Izvestiya” and warned that Ukraine makes real steps to abolish discriminatory laws and soon we will have to take action.

However, words of hope is seen as a part of the game of Budapest. Appealing to Zelensky, Hungary continues to seek special status for the compatriots in Transcarpathia. On 2 December, Ambassador Stephen Idart was summoned to the Ukrainian foreign Ministry and handed a note of protest. The reason for it was an interview with “Commander in chief”, which also discussed the topic of autonomy. The Ambassador noted the inadmissibility of his statements.

Recently, various structures of the Ministry of foreign Affairs nezalezhnoy quite often have to respond to the statements of the Hungarians and their actions. We already addressed the appeal to the National Assembly and the return of the Crimea by the removal of the rollers from Facebook. A little earlier, in mid-November, the Agency Pristayko strongly condemned the calls for autonomy was distributing at the meeting of the Hungarian permanent Council.

The Council created twenty years ago to improve coordination between the Budapest politicians and representatives of Hungarian organizations. The status of a consultative body, but its resolutions are recommendatory for the government. The November meeting was attended by orbán, Szijjártó and other VIP officials, and it is understandable why Kiev so nervous.

Now about the interview Stephen Idare. “Commander in chief” media “Maidan” wing, and they have problems in Transcarpathia try to deny it or blame it on Putin. However, the question of autonomy was made. The Ambassador replied: “Yes, what autonomy? In Transcarpathia 1.2 million Ukrainians, Hungarians — 150 thousand What are the prerequisites for separatism, autonomy?” However, Indarto added: “And the respect of minority rights, and autonomy within the state’s existing European practice, which take into account the national factor, people who live in a particular region.”

Quotes seen — Hungarian Ambassador directly to autonomy is not encouraged, max hinted, remembering about the European practice. The demarche and protest words Idare not pull. However, the foreign Ministry called him, and the next day Pristayko publicly asked to be careful expression, because he is an official of a foreign state.

Ukrainian Minister also tried to imagine what is happening than be taken for granted: “the Call of the Ambassador — a normal practice. I, too, was an Ambassador, and I have many times called. This is a common reaction of our country to tell another country by demarche”. Here Pristayko makes a good mine at bad game: the foreign office has behaved inappropriately and disproportionately to the situation that shows how painful Kiev perceives almost any steps or statements of Budapest, connected with the Carpathians.

Spolocnosti the Ukrainian foreign Ministry is not surprising. Any deviation from unitarity frightening power nezalezhnoy to shiver. In addition, only let the Hungarians to arrange something in the border areas, immediately aktiviziruyutsya and demanded the Romanians — their Diaspora lives in the Carpathians, and even more numerous it is in Bukovina.

But, in spite of the resistance of Kiev, the process is still going. The struggle for autonomy is now reduced to defending a separate Hungarian district with the center in Beregovo. In a sense, the Central government has created the problem with their own hands, forcing decentralization and decided to reshape the administrative map of the region. In the course of this reform, existing now Berehove district needs to disappear.

In Budapest want to unite the settlements located along the Tisza. Most of their residents are Magyars. A month ago, péter Szijjártó made in the parliamentary Committee on national unity and spoke about the desire to create a separate district. Minister admitted Ukrainian authorities to work hard. Budapest, however, their plans does not refuse. In early December, Levente Magyar participated in the meeting of the Ministerial Council of the OSCE and complained of systematic intimidation of minorities, taking place in Ukraine. Thus, Kiev is trying to push through the OSCE. By the way, and péter Szijjártó said about the pressure of special services nezalezhnoy on Transcarpathian Hungarians.

Shifts occur in the region. November 29, Berehove city Council appealed to the Verkhovna Rada, elected from Zakarpattya, and to the Minister of community development and territories to help in the creation of a separate district. In a letter to political matters carefully treated, and the city Council emphasized mainly on tourism, thermal waters and wine production. Nevertheless, the political background to the appeal is obvious.

Kiev, of course, will make every effort to prevent the emergence of the Hungarian district. The tools he has. But even in this situation, the Magyar enclave in Transcarpathia will become a reality. Decentralization allows human settlements to gather at the United territorial community. Nine Hungarian villages already announced the desire to form a single administrative unit along with the coast. Transcarpathian Governor Igor Bondarenko officially recognized the initiative of the relevant Constitution and laws of Ukraine.

In the end it may be a few large Hungarian communities. With them Budapest would work, if the area will not burn out. So in any case, the Kiev Ministry of foreign Affairs will have to continue churning out statements and notes of protest and make demarches.
