Tigran Sargsyan: All the EEU countries benefit from integration in its own way. EXCLUSIVE


In the framework of the “Eurasia. Literally,” the correspondent of “MIR 24” Alexander Lopukhov spoke with the Chairman of the Eurasian economic Commission Tigran Sargsyan.

Sarkisian: If you take on the basis of four fundamental objectives of the Eurasian economic Union – the free movement of goods, labour, services and capital, we can say that we have a serious achievement. First of all, this free movement of labour. We have created comfortable conditions for migrant workers, we recognize their diplomas, we create equal conditions in order to find a suitable working place, we give them social security, that is, they feel comfortable. The second is the free movement of goods. That is, we have formed a common market, where our products can compete. This means that for consumers, we create comfortable conditions, more choices, prices are more stable are formed. The third goal is the creation of a common market of services. Several dozen types of services we liberalized, and this means that enterprises registered, for example, in Russia, can provide services throughout the EEC. Conversely, enterprises which are registered in Kyrgyzstan, in Armenia, they can provide services without additional registration on the territory of the Russian Federation. And the fifth goal is the creation of a common capital market. We will this year approve the concept of forming a common financial market.

Sarkisian: Supervision is the authority of national governments. We can monitor the execution of normative acts, adopted us. And recently, it was the decision of the court of the EEU, which drew our attention to the fact that we must also follow the law enforcement practice.

Sarkisian: for Example, we get complaints about that, let’s not let some goods from the first country to get to the second country. We form a group decision of the Council, which visited the site, verifies and then submits a report. And at the report level is the Vice-premiers of our countries, adopts the appropriate decisions.

Sarkisian: You know, in some degree, in some industries you can talk about it. For example, the jewelry industry. Was the tradition in the Soviet Union, cooperation ties, and we are trying to restore some communication. But for the most part this is impossible, because in 30 years has changed the logic of economic communication: has a market economy, not Central planning, administrative management methods. Plus the structure of the economy has changed – many products were uncompetitive, respectively, these enterprises went bankrupt, but instead they got more. So to a greater extent, probably, should speak about the development of cooperative relations in the real economy.

Sargsyan: we have Before us the tasks, the heads of state did not put. On the contrary, the task was set for deepening our integration. Because the main problem today that we face, is “mediterrania”. Because while there are barriers and limitations in our common markets. And our task is to overcome “Mediterraneo”.

Sarkisian: Ranking of benefits we do not have, because all countries benefit from the integration, everyone benefits in different ways. Because it depends on the structure of the economy, it depends on the level of socio-economic development because they export and import, etc. so from this point of view we have a large variety, and everyone wins, and everyone wins in their own way.

Sarkisian: This is a very important proposal of Nursultan Nazarbayev, which is located in the center of our attention. Today we work on the basis of technology platforms that formed the EEC. The essence of these platforms is that enterprises in our countries have the opportunity to create cooperation between themselves and to create on the basis of these cooperation joint production. I can give an example in the lighting sector. We have a private initiative for the formation of the Eurasian brand for the production of products of the lighting industry, which, on the one hand, can solve the problem of import substitution, and on the other they also have considerable potential for increasing exports.

Sarkisian: of Course, if there are national governments, they are primarily responsible for the development of its economy. And, of course, there are five national governments, and, of course, we must find a mutual interest. There is, of course, a conflict of interest, there is competition and there is a desire to stimulate economic growth in their countries to report to their constituents about how are the works. This is a short period of time. If we are in a long term view, then, of course, all governments benefit from integration, because the effect in the long run more significant. And from this point of view, of course, Alexander Grigoryevich rights that we still have some problems, restrictions on our markets. To this end, we have developed a White paper which was written all the barriers that exist today, has developed a road map on how the national government should reverse its decisions and forming common markets.

Sarkisian: You know, at this stage the heads of state this question has already been publicly voiced. We have repeatedly raised this issue that time is ripe, the need is that we need to expand the powers of a supranational authority. If in the first stage of the formation of our Union was such a careful attitude to the powers of the EEC and to a greater extent of the country tried to keep control over the work of the Commission, they have a right of veto, decisions are made by consensus, the vast majority of decisions made at the Board level, intergovernmental Council and the High Council, something already accumulated experience of five years, as well as the trust that is formed to supranational bodies, already allows us to begin the second phase of our integration, namely the extension of the powers of a supranational authority.

Sarkisian: This task is not necessary. Moreover, our presidents always say that we are a purely economic Union. That’s the secret of the success of our integration, which at this stage of development of our countries economic integration prevails, and we ensure that the economic tasks that are put before us, would be implemented. And the political tasks before us did not put heads of state. Moreover, they ensure that we were not in the plane of the political debate.
