The three consortia responded to the request for qualifications the City of Quebec for the realization of the project of network structuring tram.
The names of the three consortia appeared Tuesday morning on the System of electronic tenders of the government of Quebec. It is ModerniCité, Group Tram ride to the Lys, Ltd. and Mobility of the Capital.
The System does not detail the companies that are included in these entities. In a press release issued a few minutes after the unveiling, the City has asserted that these applications show a “strong interest of the market towards the network structure of public transport’. The City has not unveiled the names of the companies involved.
These three consortia responded to the request for qualifications the City of Québec and of the project office of the network structure. They must demonstrate that they are able to ensure the design, construction and maintenance of the pane tram network structuring of public transportation in the City of Quebec.
Request for qualifications for consortia interested to carry out the tramway project had come to an end at 14h on Monday afternoon.
The mayor, Régis Labeaume, had said last week that this step was very important in the process and would dictate the following things.
The leader of the opposition, Jean-François Gosselin, believed that it was a “maximum competition and options” and that it should “ideally” that the City received three bids, otherwise “at least two”.
The consortia pre-qualified may then submit a bid during the call for proposals will be launched eventually. Mayor Labeaume is hoping to go forward with this crucial step at the end of the summer, but it will need a decree of the council of ministers, which is far from being achieved.
The administration Labeaume continues with its accelerated timetable, which aims to sign the official contract with the consortium selected before the next municipal elections, in November 2021. “In the course of the next year, these consortia will develop the design of the project, then they shall deposit a technical proposal and a financial proposal. The City will then select, in the second half of 2021, the consortium selected for the detailed design and the construction of the tram.”
