NEC “Ukrenergo” last night for the first time were forced to restrict the production of “green” generation, composed of Batievsky, Primorsko-1 and Orel VES (all DTEK group).
According to Biznestsentr, the head of the parliamentary Committee on energy, housing and utilities Andriy Gerus was announced on his page in the network Facebook.
“Such a restriction amounted to 300-400 MW in the private hours of the night. However, under existing rules, the company “DTEK” still get paid “green” for discounted rate of $ 2.9 UAH per kWh (EUR0,102), despite the fact that the power grid is not needed, but has not used the relevant wind farm produced electricity (the price is millions of hryvnias). Applicable fees will be borne by the state “Energoatom”, “Ukrhydroenergo” in tariff “Ukrenergo”, which will pay for all consumers,” said Gerus.
Gerus said that in the future this situation will occur more often.
“The problem is growing, and in the spring it reaches a large scale. In my opinion, necessary for the state investments are those that benefit the state and provide an opportunity to profit investors. And the state’s interest must be taken into account in this construction,” he concluded.
As reported, in the coming years, the installed capacity of wind power plants in Ukraine could grow by six times. Have built dozens of new wind farms with a total installed capacity of 6.4 GW.
Recall, the energy Committee of the Parliament on 16 October approved a bill №2236-2 (“servant of the people”), which allows in scheduling to give priority to operators to manufacturers of alternative energy installed capacity to 150 MW. Compensation of the cost out of electricity on the “green tariff” in connection with dispatching constraints is also provided to the stations whose capacity does not exceed 150 MW.
Ukrainian and international operators of “green” projects and Energy community has criticized this initiative.
According NKREKU, at the end of the third quarter of 2019, the total capacity of commissioned renewable energy facilities amounted to 4.59 GWh, the share of RES in the structure of generation – only 4.9%.
In particular, the capacity commissioned in July-September 2019 the installations totaled 956 MW, which is six times higher than for the same period of 2018. Thus, the capacity of solar power plants commissioned in the third quarter amounted to 779,6 MW (five times more than the previous year), wind – 155,2 MW (22 times more). Thus, SES and VES took 97,8% of the total commissioned capacity. The amount of biomass made up of 16 MW (1,7%), biogas was 4.1 MW (0.43 percent).
